Overview
An experienced and committed ACCSP staff assists partners in implementing program standards, drawing upon years of work in the fields of Statistics, Marine Policy, Communications, and Information Systems.
The ACCSP staff is housed with the Atlantic States Marine Fisheries Commission; however, the ACCSP functions separately from the ASMFC. ASMFC is a partner within ACCSP, and provides administrative and logistical support services to the Program.

Mr. Mike Cahall, Director
Mr. Mike Cahall has in-depth knowledge and experience with the development and implementation of program objectives, making him well-suited to provide program direction to ACCSP. He came to ACCSP in 1999 as an Information Systems Manager, contributing to the coordination of data collection programs, the continued evolution of standards, and the creation and operation of the ACCSP Data Warehouse.
Previous to joining ACCSP, Mr. Cahall served in a variety of government and healthcare information technology positions. Most recently, he served as Database Administrator and Data Warehouse Architect for American Radiology Services. In this position he functioned as the Local and Wide-area Network Administrator and Architect during a period of significant expansion. At the University of Maryland Medical Center, Mr. Cahall served first as database administrator for the Center's Oracle-based systems. Within a year as Project Manager, he was overseeing development of new clinical and communications systems. Working eight years at the National Weather Service (NWS) Headquarters Office of Systems Operations, Mr. Cahall designed and managed systems in support of the NWS logistics operations, and provided management and design for both local and wide-area networks.
Acquiring expertise in Federal Logistics Systems, Mr. Cahall was a member on numerous intergovernmental committees and represented the NWS on the Department of Defense Logistics Review Board. His most notable projects was related to the Logistics Implementation and Integration System, which connected the NWS logistics management to the Department of Defense; a first for a civilian agency.
Mr. Cahall earned a Bachelor of Music in Violin Performance Magna cum Laude from West Virginia University. He performed post-graduate work at the Peabody Conservatory of Music.
Ms. Kate Fleming, Outreach Coordinator
Ms. Kate Fleming comes to the ACCSP with a diverse background and an eagerness to implement the Program's outreach priorities.
She joined the staff in September of 2006 after working for a public health association, where she managed marketing and outreach activities for a national network of public health preparedness centers.
There she managed web content, designed publicity material, wrote articles for and issued a monthly newsletter, and conducted outreach at national meetings and trade shows.
While earning a Bachelor of Arts degree in International Affairs from the George Washington University, Ms Fleming held various positions within private, public and non-profit sectors.
Ms. Ellen Lovelidge, Program Coordinator
Ms. Ellen Lovelidge has been with ACCSP since May 2006, where she began her work as Program Assistant. She became Program Coordinator in July 2007. As Program Coordinator, Ellen works with ACCSP partners to compile and track project proposals and reports, coordinate meetings and organize ACCSP committees.
As a research assistant for two years with Penn State's Horticulture Department of Small Fruits, Ellen experienced numerous aspects of the biological research process, including farm management, editing of documents, proposal preparation, and data analysis. In 2005, Ms. Lovelidge illustrated The Mid-Atlantic Berry Guide for Commercial Growers for Penn State University.
Ms. Lovelidge earned her Bachelor of Science degree in Biology at the Pennsylvania State University in December 2005. She has a strong interest in fishing and marine ecology, and is an avid boater and fisherwoman.
Ms. Karen Holmes, Information Systems Specialist
Karen Homes joined the ACCSP Information Systems staff in March 2004 to continue the development of SAFIS and other Oracle-based systems. She is working with state and federal partners in the Northeast to customize SAFIS for each of their unique needs. Ms. Homes also maintains and improves Bio Target, the ACCSP's biological sampling tracking system, and other in-house databases.
Ms. Holmes has served as a programmer and developer for various government contract and non-profit organizations. Just prior to joining the ACCSP staff, Ms. Homes worked for the Peace Corps in Washington DC as Senior Programmer Analyst/Team Leader. In that position she implemented numerous new data management systems for international tracking of volunteers, employees, donations, and health-related information. She had previously served in programming, analytical, and software engineering positions; supporting clients such as the U.S. armed forces and the National Archives.
Ms. Holmes earned a Bachelor of Arts Degree in Computer Information Systems from Western New England College. She is an active volunteer with the DC Association of Retarded Citizens and the DC Special Olympics.
Mr. Geoffrey White, Information Systems Specialist
Geoffrey White joined the ACCSP staff as Systems Administrator in August 2004 to help continue development of the online data warehouse and other information systems. Mr. White assists the Information Systems Manager and the Developer with various operations, including network maintenance, ORACLE and Java programming, quality control, and documentation.
Mr. White is uniquely qualified for the position with his blended experience in fisheries biology and
information systems. He joined the Atlantic States Marine Fisheries Commission's staff in 1998 and worked on numerous stock assessment projects while taking classes and attending workshops on database design and programming. His training proved invaluable when the Commission began building its lobster database in 2002. He is continuing to be the ACCSP's liaison on that project.
Mr. White earned his Masters degree in Fisheries Science from the College of William and Mary's Virginia Institute of Marine Sciences. He earned his Bachelors degree from Dickinson College in Carlisle, Pennsylvania.
Ms. Jennifer Ni, Information Systems Specialist
Jennifer Ni joined the ACCSP staff in October 2001. She is responsible for managing partner data feeds and related software for the ACCSP data warehouse and smaller software projects, such as website queries.
Previously, Ms. Ni tested database applications for a financial services company using relational database modeling, table design, SQL scripts and GUI design. She also worked for the Bank of China for four years.
Ms. Ni earned a Masters degree in Computer Science from Virginia Tech, where she researched state-of-the-art technologies, including a peer-to-peer instant messaging server using Socket, RMI, CORBA and EJB, and implementing sorting and graph algorithms in C and Java. She earned a Bachelors degree from Xiamen University in China.
